Ziad Alexandre Hayek has 39 years of experience in Public Policy, Economic Policy, International Development, Investment Banking, International Finance, Structured Finance, Project Finance, Corporate Strategy, and Corporate Governance.
He is the President of the World Association of PPP Units and Professionals; Vice-Chair of the Working Party on PPP of the United Nations Economic Commission for Europe; Managing Partner of Hayek Associates LLC; and ex-Secretary General of Lebanon’s High Council for Privatization and PPP.
In early 2019, Hayek was nominated to the Presidency of the World Bank.
Hayek is a member of the Board of Trustees of USEK University, the Investment Committee of YMCA World Alliance, and the governing boards of several NGOs on behalf of the Carlos Slim Foundation.
Previously, Hayek was CEO of Lonbridge Associates (London), a boutique investment bank specializing in telecom technology and renewable energy; Senior Managing Director of Investment Banking at Bear Stearns (New York); Managing Director of Banque Indosuez Capital Latin America (Paris); President of Indosuez Mexico (Mexico City); Vice President of Salomon Brothers (New York); and Vice President of Citibank NA, where he occupied posts including Treasurer for West Africa, structured finance specialist for Latin America and finally Head of the Bank’s International Securitization Department.
Hayek was also a member of the US Council on Foreign Relations, a Senior Consultant to the Reagan Administration’s Enterprise Program, and a member of the board of directors of various local and multinational companies.
He holds an MA in International Management from the University of Texas at Dallas and studied Business Administration at the University of Houston and ITESM in Monterrey, Mexico.
Hayek is conversant in 11 languages.

Dr. Eyup Vural Aydin has more than 20 years of experience in the public and private sectors of the infrastructure industry. He served on multiple assignments as senior PPP advisor to Multilateral Development Banks and public sector authorities such as the World Bank, IFC, EBRD, IsDB Turkish Ministry of Environment, Turkish Ministry of Trade, the Minister of Economy and Planning of Saudi Arabia and the Ministry of Labour and Social Development of Saudi Arabia. Dr. Aydin delivered PPP training programs to various governments such as Romania, Ukraine, Japan, Saudi Arabia, Bangladesh, Belarus, Gabon, Nigeria, Afghanistan, Mauritania, and Kazakhstan.
Director
Over 31 Years Of Professional Working Experience in Different Capacities and Business Sectors. Eng. Atter Hannoura joined the Ministry of Finance/Egypt on Feb 1st, 2007, to participate in establishing the PPP Central Unit.
Eng. Hannoura was appointed by the Minister of Finance to be the Director of the PPP Central Unit. Work included but was not limited to being the Director of the Central Department for PPP Projects, Tendering Affairs & Contract Management. Eng.
Hannoura was also responsible for implementing the PPP initiative nationally and drafting the PPP legal framework in Egypt since May 2011.
Hannoura efficiently managed feasibility studies, preparation, and tendering of several PPP projects in the Utilities, transportation, health, education, ports, and communication sectors and created additional PPP pipeline projects.
Eng. Atter can link work objectives to organizational goals and implement business and technology solutions. Acting as a strong advocate of innovative actions to help the PPP Central Unit retain a leading edge, this was also coupled with broad exposure to various cross-functional commercial and corporate affairs.
Eng. Hannoura worked as a Deputy General Manager, Business Development Director, and Vice President for different Regional and Local Organizations with strong customer needs & continuous stakeholder engagement. Such variance provided high exposures in senior and broadly based broader commercial aspects such as legal, logistics, sales, and distribution experience in broad business aspects in the Egyptian and Middle Eastern markets.
Undersecretary Advisor On Major Infrastructure & PPP
Loay Ghazaleh, a 1986 Texas A & M Civil Engineer with MBA in Finance from Thunderbird – Arizona, in 2000. His academic qualifications are backed by over 25 years of diverse experience. Loay is currently serving as the Advisor to H.E. Undersecretary of the Ministry of Works in the Kingdom of Bahrain, primarily focusing on major infrastructure and PPP.
Earlier, Loay led several mega mix-use green coastal developments in RAK Properties and Abu Dhabi Islamic Bank / Burooj Properties in UAE. He also implemented various industrial projects with Zamil Steel Saudi Arabia and Abu Dhabi National Industrial Projects (ADNIP).

Dr. Alshorbagy heads YFLG’s Projects and International Dispute Resolution practices. With over 15 years of practice, he has extensive experience in a wide range of matters including corporate law, projects and international dispute resolution.
Dr. Alshorbagy gained vast experience advising the Kuwait Authority for Partnership Projects. Over the past few years, he has advised in over twenty projects across the various sectors.
Dr. Alshorbagy also has significant experience in International Commercial Arbitration, where he represented Clients in international arbitration under the ICC, HKIAC, UNICTRAL, and LCIA. He has recently acted in different capacities in investment arbitrations.
Dr. Alshorbagy has also represented clients in multiple settlement negotiations leading to the conclusion of amicable settlements of high-profile dispute.
In addition to his years of experience, Dr. Alshorbagy is the author of several legal books and articles that are published with reputable publishers and learned international law journals in Egypt, the U.S., the U.K., and Germany.
Chief Executive Officer
Dr. Hassan Qasem is the CEO of Alternative Energy Project Company (AEPCo), a rising renewable energy developer in the MENA and a Kuwait Projects Company Holding (KIPCO) subsidiary.
Dr. Qasem has been developing and managing solar-related projects and research in photovoltaic technology for the last 19 years. He managed many PV-related projects throughout his career, including t 540MW renewable project with AEPCo. Before joining, he managed projects such as the Shygaya -PV- renewable energy park project, KISR PV indoor characterization laboratory (Kuwait), and DEWA’s R&D center (Dubai). Dr. Qasem held many positions throughout his career, where he worked for Photovoltaic Testing Laboratory (PTL)-AZ, UA. He also joined KISR as an Associate Researcher in the area of PV.
He then joined DEWA-Dubai as a Senior Researcher and the head of the solar research team as part of the DEWA R&D center.
Dr. Qasem has many publications in ranked journals and international conferences and chaired many sessions at international conferences (IEEE, EUPVSC…etc.) and workshops. He is also a senior member of the International Electrical and Electronic Engineering association and a committee member of the Device Society chapter in the IEEE.
Dr. Qasem holds a Ph.D. in Electrical and Electronic engineering from Loughborough University (UK) and a Master’s degree in Electrical System engineering with an emphasis in renewable energy from Arizona State University. His Bachelor’s degree is in electrical engineering from Arizona State University.

Eng. Nayef Al-Haddad received his B.Sc. in Electrical Engineering from Southern Illinois University in Carbondale, Illinois, in 2001 and his MBA in 2016. With over ten years of experience in electrical power systems operations as a senior operation and control engineer in the State of Kuwait’s National Control Center – MEW, he became the Head of Market Operations in the GCC Interconnection Authority (2011 – 2013).
He joined Kuwait Authority for Partnership Projects (KAPP) in 2014 and is the Research and Strategic Planning Manager. He has managed multiple local PPP project tenders such as Az Zour North Phase 2 IWPP, Al Khairan Phase 1 IWPP, Um Al Hayman WWTP, and regional projects such as the GCC’s first energy trading online platform for usage across the GCC Interconnection grid. His academic focus and professional interest are set toward enabling the private sector’s involvement and engagement in local infrastructure projects and energy policymaking.
International Development Consultant and Procurement & PPP Navigator
David Baxter is a Senior PPP Advisor to the International Sustainable Resilience Center (ISRC) located in New Orleans, USA. In addition, he is a steering committee member of the World Association of PPP Units and Professions (WAPPP) based in Geneva.
During 30 + years of international development consulting he has worked in Asia, Africa, the Middle East, Europe and North and South America as a PPP strategy and procurement expert. He has collaborated on infrastructure policy, project planning and development, and project procurement with institutions that include the World Bank, Islamic Development Bank, African Development Bank, USAID, Asian Development Bank, and the and Millennium Challenge Corporation (MCC). He has supported numerous public sector capacity building initiatives to help governments improve their governance and procurement best practices. A specialized focus area has been Public Private Partnerships (PPPs) where he has helped donor institutions and development banks provide technical and capacity building support to governments that include the Kingdom of Saudi Arabia, Bangladesh, Nepal, Oman, Egypt, Tanzania, Sri Lanka, and the Maldives to name a few. Sector focuses have included water and sanitation, transportation, healthcare, education, and tourism. He has also advised governments on how to improve their PPP enabling environments to make them more attractive to FDI.
He holds a BA-Hons (Political Geography) and a Master’s (Economic Geography) from the University of Stellenbosch (South Africa).
Principal
Following his career at the World Bank and the Global Infrastructure Hub (GI Hub), and after more than 40 years as an international infrastructure specialist, Mark Moseley established, in August 2019, Moseley Infrastructure Advisory Services (MMM Infra), a global individual consulting firm for infrastructure projects and enabling environments.
Pursuant to a secondment arrangement between the World Bank and the GI Hub, Mark joined the GI Hub in 2015, subsequent to the decision of the G20 Leaders to establish the organisation. Later, in 2017, Mark became the GI Hub's Chief Operating Officer.
During his time with the GI Hub, Mark initially led the work on its 'Leading Practices' mandate, under which the GI Hub developed tools and guidance materials for governments in both developed and emerging markets, including the PPP Risk Allocation tool. Thereafter, as COO, Mark oversaw the development of the GI Hub's PPP Contract Management tool and the Guidance Note on Governmental Processes Facilitating Infrastructure Project Preparation, along with updates to the GI Hub's Global Infrastructure Project Pipeline, the InfraCompass report and the Global Infrastructure Outlook report. At the World Bank, Mark held the position of Lead Lawyer in the PPP Group, where his work was focused on the legal, regulatory, and contractual arrangements for public-private partnership transactions. He was also the Task Team Leader for the World Bank's Public- Private Partnerships Legal Resource Center (PPPLRC) Website, and for the Recommended PPP Contractual Provisions initiative. In addition, he coordinated the World Bank Group's interactions with the G20 in regard to infrastructure.
Prior to joining the World Bank in 2005, Mark was Practice Group Manager of the Energy, Projects and Construction Group of CMS Cameron McKenna, a major international law firm headquartered in London. Before coming to the UK in 1997, he practiced as an energy regulatory lawyer in Canada for almost twenty years, acting as counsel at numerous hearings before Canada's National Energy Board, the British Columbia Utilities Commission and various other Canadian and US regulatory tribunals.
Mark is also an occasional lecturer at the Harvard Kennedy School course on Infrastructure in a Market Economy, and has also lectured at the University of Melbourne Law School and the Centre for Energy, Petroleum and Mining Law and Policy (CEPMLP) of the University of Dundee. He is a Recognized Peer of the World Association of PPP Units and Professionals.
Public-private partnership plays a vital role in implementing major projects through development plans set by countries to lead their people to growth and prosperity. Cooperation and integration between the public and private sectors have become critical in implementing vital projects such as transport, housing, infrastructure, energy, health, and others.
